And to get the confidence, you have to start getting some positive feedback from women. This does not mean that you need to necessarily get dates, although that is a definite plus, it means that you need to seem positive response, be it laughter, a smile, or some flirting back from a woman you are talking to.

The biggest takeaway that you need if you want to get over the fear of women is?

It only goes away when you actually begin to interact with women. It won?t go away from just reading things about dating, it won?t go away from just trying to have a positive attitude. It goes away once you become used to dealing with women on a daily basis and you start to get positive responses from them.

When you know how to talk to women in a way that generates attraction, you will have nothing to fear about.

China's army develops 'online war game' (AFP)

BEIJING (AFP) ? After setting up its own cyber-warfare team, China's military has now developed its first online war game aimed at improving combat skills and battle awareness, state press said Wednesday.

"Glorious Mission" is a first-person shooter game that sends players on solo or team missions armed with high-tech weapons, the China Daily reported.

Weapons used in the game are part of the actual arsenal of China's People's Liberation Army, it added.

The final version of the game, which took nearly three years to develop and test, was launched on June 20.

"I think it is possible the game will be made open online for Chinese military fans to download and play," an unnamed PLA press officer was quoted as saying.

China has the world's biggest online population at more than 477 million users, according to official data.

The launch of the game comes after the military announced earlier this year that it had set up an elite Internet security task force to fend off cyber attacks.

Despite numerous allegations from around the world pointing at China as a source of cyber attacks, the state press, citing military officials, denied that the elite task force was set up as a "hacker army".

International court orders Gaddafi's arrest (Reuters)

THE HAGUE/TRIPOLI (Reuters) ? The International Criminal Court issued an arrest warrant on Monday for Libyan leader Muammar Gaddafi, and rebels trying to oust him said their forces had advanced to within 80 km (50 miles) of the capital.

The Hague-based court approved warrants for Gaddafi, his son Saif al-Islam and Libyan intelligence chief Abdullah al-Senussi on charges of crimes against humanity. ICC prosecutors allege they were involved in the killing of civilian protesters who rose up in February against Gaddafi's 41-year rule.

"To prevent them covering up ongoing crimes and committing new crimes, they should be arrested. This is the only way to protect civilians in Libya," said ICC prosecutor Luis Moreno-Ocampo, who had sought the arrest warrants.

Reading out the warrant at the court in The Hague, presiding judge Sanji Mmasenono Monageng said Saif al-Islam Gaddafi was accused of having "conceived and orchestrated a plan to deter and quell by all means the civilian demonstrations". Senussi was accused of using his position to have attacks carried out.

However the warrant is unlikely to lead to Gaddafi's arrest as long he remains in power and inside Libya, because the court does not have the power to enforce its warrants.

"Libya ... does not accept the decisions of the ICC which is a tool of the Western world to prosecute leaders in the Third World," Justice Minister Mohammed al-Qamoodi said.

"The leader of the revolution and his son do not hold any official position in the Libyan government and therefore they have no connection to the claims of the ICC against them," Qamoodi told a Tripoli news conference.

Gaddafi's government says he holds no formal post despite ruling for 41 years. The administration has denied targeting civilians, saying it has taken justified military action against armed criminal gangs and al Qaeda militants.

Celebrations erupted in the rebel-held city of Benghazi, in eastern Libya, after the ICC's decision. Insurgent officials said the move meant negotiations with Gaddafi were impossible.

"After this warrant, it is all irrelevant. We cannot negotiate with war criminals," Jalal al-Galal, spokesman of the rebel National Transitional Council (NTC) told Reuters.

The move also was welcomed by NATO and alliance members.

"It's another indication that Muammar Gaddafi has lost his legitimacy," White House spokesman Jay Carney said.

In a separate blow to the Gaddafi family, Western diplomats said a U.N. Security Council sanctions committee had banned Gaddafi's wife from traveling outside Libya.

Although Gaddafi and other members of his family have been on a U.N. blacklist since February, Russia had blocked the inclusion of Gaddafi's wife Safia on the list of individuals facing a travel ban and asset freeze until last week.

BREAKTHROUGH

Anti-Gaddafi rebels, based in the Western Mountains region southwest of Tripoli, made their biggest breakthrough in weeks to reach the town of Bir al-Ghanam, where they are now fighting pro-Gaddafi forces for control, their spokesman said.

The move took them 30 km (18 miles) north of their previous position and closer to Tripoli, Gaddafi's main power base.

"There were battles there most of yesterday," Juma Ibrahim, a rebel spokesman, said by telephone.

"Some of our fighters were martyred and they (government forces) also suffered casualties and we captured equipment and vehicles. It's quiet there today and the rebels are still in their positions," he said from the nearby town of Zintan.

The rebels have been battling Gaddafi's forces since late February, when thousands of people rebelled, prompting a fierce crackdown by Gaddafi's security forces.

The revolt has turned into the bloodiest of the Arab Spring uprisings against autocratic rulers across the Middle East.

In Nalut district by the Tunisian border, rebels said power and water infrastructure had been hit by pro-Gaddafi bombing.

"There is a crisis here," a spokesman, identified as Mohammed, said. "We are without electricity after the brigades hit high-voltage electricity posts ... and the power problem affected water supplies."

A Reuters reporter in the centre of Tripoli heard at least two loud explosions on Monday coming from the direction of Gaddafi's Bab al-Aziziyah compound, repeatedly targeted by NATO.

Later, government officials took reporters to the compound. They showed them a burnt-out bus which, they said, belonged to Gaddafi and had been hit by two NATO missiles.

ISOLATION

Gaddafi is the second sitting head of state to have an ICC arrest warrant issued against him. One was issued previously for Sudanese President Omar al-Bashir.

Securing arrests, however, has proven difficult for the ICC, which has no police force and relies on member states to enforce arrest orders. Some states have refused to arrest Bashir, who is still able to travel to friendly states.

Mohammed al-Alagi, justice minister for the Libyan rebels, told reporters in The Hague that, depending events, they might opt to prosecute Gaddafi in Libya.

Some military officials within NATO have been warning for weeks that alliance resources are being stretched thin by a bombing campaign that has so far failed to dislodge Gaddafi.

Germany's Spiegel Online cited government sources as saying Berlin had agreed to a request to supply NATO with bomb components, the latest indication of the strain on alliance munitions supplies from its three-month bombing campaign.

Germany broke ranks with NATO allies to abstain in the United Nations vote allowing military action and has not participated in the campaign. France and Britain, which have carried out most of the bombing, have been given U.S. bombs.

A German defence ministry spokesman said a request for supplies came from the NATO Maintenance and Supply Agency, but declined to give details. "The general willingness to provide support was signalled," he said.

In neighbouring Tunisia, three Libyan ministers, including the foreign minister, were holding talks with "foreign parties," the Tunisian state news agency reported, in a possible sign some in Gaddafi's circle were seeking a settlement.

U.S. State Department spokeswoman Victoria Nuland said Washington could not confirm the talks were taking place but said any discussions must focus on Gadaffi's departure.

"He's got to end the violence, he's got to pull back and he's got to step down from power. So if that's the tenor of the conversation, we'd be interested to hear about it," Nuland said.

BROOMFIELD ? AMLI Residential, a Chicago-based developer and operator of high-end apartment complexes, continues to make its presence felt in the local market.

The company spent $78.83 million last month to purchase a 500-unit apartment building in Broomfield.

The seven-year old complex at 210 Summit Blvd. was known as the Summit at Flatirons but has been rechristened the AMLI at Flatirons. It has about 96 percent occupancy.

AMLI bought the complex from a group led by Greystar Real Estate Partners.

Brokers received about 15 offers for the complex, said David Martin, who along with Pam Koster of Moran Co. represented Greystar in the deal.

The amount of interest for a sale of this magnitude shows big investors are interested in making acquisitions again, Martin said.

?The REITS and the pension funds, and the life insurance companies, are all kind of back. They really disappeared in 2008,? he said.

Martin thinks the sale is the biggest since January 2008.

The AMLI at Flatirons is the company?s second major purchase in Broomfield in the past year. The company bought the AMLI Arista apartments, at 8200 Arista Place, last fall for $55.55 million. The company also filed plans with the Broomfield Planning Department in January to build a 348-unit complex in Interlocken.

BOULDER

BOULDERS APARTMENTS: AMLI is not the only company making a play in the U.S. 36 corridor.

The Boulders Apartments, a 161-unit complex on Kalmia Avenue near the northeast corner of the intersection of 28th Street and the Diagonal Highway, sold last month for $33.5 million.

The complex was acquired by Boulder Apartments Colorado LLC, according to Boulder County Assessor?s Office property records. The LLC is part of DiNapoli Capital Partners, a private equity group in San Jose, California.

The seller was Boulders Apartments LLC, an affiliate of the Griffis Group, a Denver-based real estate investment company that owns 3,328 units in Colorado.

Griffis Group bought the property in January 2009 for $20.9 million. It installed a new management team and improved the complex?s exterior and common areas, said Tom Barta, a Griffis Group partner and its chief financial officer.

Griffis Group planned on holding the property longer, but it was meeting its goals much faster than expected.

?We were getting to our five year numbers in two years,? Barta said.

Doug Andrews of Apartment Realty Advisors, which has an office in Denver, was the broker for the Griffis Group.

There were close to 30 offers on the property, he said.

?Properties don?t sell in Boulder very often. When they do there?s a lot of interest,? Andrews said.

COLLEGE AVENUE: Smaller complexes also are in demand. An 18-unit apartment building at 2955 E. College Ave. in Boulder sold late last month for $2.5 million.

The building, which is 10,091 square feet and was built in 1958, was bought by GAM Real Estate 4 LLC. The seller was a partnership of Bell Advisors LLC, Seno Corp. and The Amended and Restated Brothers Living Trust.

The building?s units range in size from studios to three bedroom units, and there were no vacancies.

Unique Properties, a Denver-based brokerage, represented both parties. Marc S. Lippitt, Scott L. Shwayder and Jason Koch represented the sellers, and Kevin Higgins and Ryan Floyd represented the buyers.

The building was last sold in 2007 for $1.96 million, according to the Boulder County Assessor?s Office.

NEW CHAMPION: Optibike LLC, a manufacturer of electric bicycles, opened a 7,500-square-foot retail store and manufacturing facility at 3200 28th St. in Boulder.

The glass building previously was occupied by Champion Ford.

They have been on the market since Micro Motion moved into a new headquarters and manufacturing facility a few years ago, said Chris Nordling, a real estate broker with Newmark Knight Frank Frederick Ross who represented the seller.

Micro Motion, which is a subsidiary of Emerson Electric Co. (NYSE: EMR), has its headquarters at 7070 Winchester Circle.

The property was purchased by Gunbarrel Tech Center LLC as an investment property, Nordling said. The new owners plan to remodel and freshen up the property, he said.

POSITION SWITCH: Rocky Mountain Soccer, a specialty retailer that sells soccer equipment and apparel, is moving to 1933 28th St. No. 101. The store has a grand opening there scheduled for July 15. The new space will be 1,800 square feet.

Select Energy Services is headquartered in Houston and specializes in oilfield service and supply.

The building is part of the 37-building, 130-acre Campus at Longmont, a set of buildings in south Longmont that is owned and managed by Circle Capital.

Becky Callan Gamble, Hunter Barto and Dryden Dunsmore of Dean Callan Co. and Scott Garel, Joe Heath and Don Misner of Grubb Ellis represented the building owners.

Robert Sawyer of Tierra Real Estate represented Select Energy Services.

FUNOVATION RELOCATES: Funovation LLC, which builds the Lazer Maze Challenge attraction, is relocating from Boulder to Longmont.

Funovation is moving from 6837 Winchester Circle 210B in Boulder.

BIOTECH CONSOLIDATES: AmideBio LLC has consolidated its offices and moved to a laboratory facility in the Colorado Technology Center in Louisville to prepare for future growth.

The company will focus on making peptide products at the new location, AmideBio said in a statement. Peptides are biological substances which can be used in Alzheimer?s research, among other things. The company previously had locations in Boulder and Denver.

Prejudice can be a big problem when it comes to people with Down syndrome getting hired. As the Guardian newspaper reports,

?Some employers mistakenly assume that people with Down?s syndrome have mental health problems. And as people with Down?s share ?similar? physical characteristics, they are judged immediately on those rather than anything else?, says Carol Boys, the DSA?s chief executive. ?Employers are merely looking at the label and making assumptions about what people can and cannot do, when there is such a wide range of abilities.?
?In the US, drugstore giant Walgreens is enjoying the benefit of recognizing these abilities. Its distribution centre in South Carolina is reckoned to be 20% more efficient than any of its others ? and 42% of the full-time workers there have a physical or cognitive disability, including Down?s syndrome, says Randy Lewis, Walgreens? senior vice-president of distribution and logistics.? Obama Administration Allies Criticize White House's Legal Process ...

Critics across the ideological spectrum have criticized President Obama for overruling a determination by Attorney General Eric Holder and the Justice Department's Office of Legal Counsel that continued action in Libya is unlawful. But some of the White House's natural allies in the liberal legal community -- including those close to the administration -- are troubled by a separate, and in some ways more fundamental, part of this story.

In addition to overruling the OLC -- the Justice Department office tasked with establishing the bounds of lawful conduct for the executive branch -- the Obama administration also circumvented the basic process administrations typically follow in assuring its policies are legal.

"Here, if what's being reported is accurate, the White House counsel played the role of OLC, by soliciting the views of different agencies," said Dawn Johnsen, in an interview. "That's the big problem here. You're more likely to end up with bad legal decisions when you deviate from that process."

Johnsen was President Obama's first pick to head OLC in 2009. But her nomination stalled for months, and was eventually withdrawn, in the face of unanimous opposition and flagging White House support. She was a senior Justice Department official for five years during the Clinton administration, which included a stint as acting OLC head. She notes that typically, OLC will solicit the views of interested agencies, and offer the President its best interpretation of the law. In the case of Libya, the White House essentially treated the OLC as one interested agency among many, and came to its own determination based on an evaluation of competing views, according to the New York Times' original story about the controversy. That story has gone unrefuted by the White House.

"Up until this point the Obama administration has effectively protected U.S. interests through entirely appropriate and lawful means - respecting the rule of law, Congress, OLC's role - so I hope and expect this deviation from traditional processes will prove to be an aberration and the administration will get back to that framework," Johnsen added.

Her views are echoed by Walter Dellinger, Clinton's first-term OLC head. "Decisions about the lawfulness of major presidential actions should be made by the Department of Justice, and within the department by the Office of Legal Counsel, after consultation with affected agencies," he told the Times.

Administration officials largely acknowledge that the process they used was unorthodox, but note that experts across the executive branch were given what they describe as a fair hearing.

"The President received the full range and parameters of legal views within his Administration, and he made the final decision after full consideration of them," said Eric Schultz, an administration spokesman. "The Justice Department has stated publicly that its views were heard and that the President made his decision 'as was appropriate for him to do.'"

This is distinct from a separate critique that the President erred by overruling OLC. This, while rare, isn't unprecedented.

"It's very, very rare for the President to reject the views of OLC," Johnsen said. "In my experience -- I was at OLC for five years in the Clinton administration -- it never happened."

In her 2009 testimony to the Judiciary Committee, Johnsen noted "OLC's legal determinations are considered binding on the executive branch, subject to the supervision of the Attorney General and the ultimate authority of the President."

Likewise, Dellinger told the Times, "The president always has the power of final decision."
