UK man charged with defacing Constable painting

LONDON (AP) ? Police say a man has been charged with defacing a John Constable painting in Britain's National Gallery.

London police said 57-year-old Paul Douglas Manning would appear in court Saturday, charged with criminal damage.

He was arrested at the gallery Friday after reports of an attack on "The Hay Wain."

The group Fathers 4 Justice, which campaigns on behalf of fathers denied contact with their children, said Manning was a "desperate dad" who had stuck a picture of his son on the painting.

The gallery said there was no permanent damage to Constable's 1821 rural scene, one of Britain's most famous artworks.

Another Fathers 4 Justice member, Tim Haries, has been charged with spraying paint on a portrait of Queen Elizabeth II in Westminster Abbey earlier this month

(AP) ? A charter helicopter carrying a family of four Swedes on a sightseeing tour of New York City lost power shortly after takeoff Sunday and made an emergency landing on the Hudson River, authorities said. The pilot and occupants were uninjured.

The helicopter landed shortly before noon in the section of the river near 79th Street by the New York City Marina.

Deputy Fire Chief Thomas McKavanaugh said the helicopter had taken off from the Wall Street Heliport and lost power after 12 minutes in the air. The pilot used the craft's pontoons, and it remained upright as it landed.

"The pilot did a terrific job considering he'd lost his engine power," McKavanaugh said.

The passengers were two adults and two children from Sweden, he said. No one was injured, but the tourists were taken to the hospital for observation, authorities said.

Sebastien Berthelet, visiting from Montreal, was on a boat when the craft went down and went over to help, bringing the pilot back to shore.

"At the beginning, we thought maybe it was an exercise," he said, but then "when he hit the water, it was hard."

He said he complimented the pilot on the landing, but the pilot said it could have been smoother.

"I said, 'Well, it could have been worse, too,'" Berthelet said.

Another boater brought the family back to shore, and they were all calm, he said.

"They all seemed very healthy. They were all shocked, of course," Berthelet said.

The Federal Aviation Administration said the helicopter, a Bell 206, is registered to New York Helicopter, which offers sightseeing tours ranging from $139 per person for a 15-minute flight to $295 per person for a 25-minute flight. A call to the company went unanswered.

The FAA and the National Transportation Safety Board are investigating.

The emergency landing on the Hudson River was reminiscent of another one where all aboard escaped unharmed. In 2009, Capt. Chesley "Sully" Sullenberger III safely landed a US Airways flight after striking a flock of geese. All 155 people aboard survived.

But other aviation incidents over the waterways surrounding Manhattan have been deadly.

In 2011, a helicopter crashed into the East River. Two passengers were killed at the scene, and a third died a month later.

In 2009, a collision between a tour helicopter and a small plane over the Hudson River killed nine people.

Immigration focus on House after Senate OKs bill

WASHINGTON (AP) ? Attention is shifting to the House and its conservative majority after the Senate passed a landmark immigration bill opening the door to U.S. citizenship to millions while pouring billions of dollars into securing the border with Mexico.

The bill's prospects are highly uncertain in the Republican-led House, where conservatives generally oppose citizenship for immigrants living in the country unlawfully. Many also prefer a step-by-step approach rather than a comprehensive bill like the legislation the Senate passed Thursday on a bipartisan vote of 68-32.

Following the Senate vote, President Barack Obama, who's made an immigration overhaul a top second-term priority, called on the House to act.

"Today, the Senate did its job. It's now up to the House to do the same," Obama said in a statement issued as he traveled in Africa. "As this process moves forward, I urge everyone who cares about this issue to keep a watchful eye. Now is the time when opponents will try their hardest to pull this bipartisan effort apart so they can stop common-sense reform from becoming a reality. We cannot let that happen."

Members of the Senate's so-called Gang of Eight, the senators who drafted the bill and hoped a resounding vote total would pressure the House, echoed the plea.

"To our friends in the House, we ask for your consideration and we stand ready to sit down and negotiate with you," Sen. John McCain, R-Ariz., said. "You may have different views on different aspects of this issue, but all of us share the same goal, and that is to take 11 million people out of the shadows, secure our borders and make sure that this is the nation of opportunity and freedom."

At a news conference, House Speaker John Boehner, R-Ohio, made clear the House would not simply take up the Senate bill as some Democrats and outside advocates are calling for, but would chart its own legislation with a focus on border security. How exactly Boehner will proceed remained unclear, but the speaker has called a special meeting of his majority Republicans for July 10 to go over options.

"The House is not going to take up and vote on whatever the Senate passes. We're going to do our own bill," Boehner said. "It'll be legislation that reflects the will of our majority and the will of the American people."

The bill passed by the Senate devotes $46 billion to border security improvements, including calling for a doubling of the border patrol stationed on the U.S.-Mexico border and the completion of 700 miles of fencing ? changes added at the last minute to attract Republican support. No one would be able to get a permanent resident green card until those border enhancements and others were in place.

The bill also makes it mandatory for employers to check their workers' legal status, sets up new visa programs to allow workers into the country and establishes new tracking systems at seaports and airports to keep better tabs on people entering and leaving the country.

At its contentious core, though, is a 13-year path to citizenship for the 11 million immigrants living in this country illegally.

Without such a provision, senators say the legislation could not pass the Senate. With it, its prospects are difficult in the House.

Sen. Chuck Schumer, D-N.Y., predicted that the House might end up having to pass the Senate bill after failing to find any other avenue forward and feeling pressure from the public to act.

But that approach is strongly opposed by many conservatives. Boehner also dismissed the idea of relying on Democratic votes instead of a majority of his Republicans to pass an immigration bill.

At the same time Boehner said he hopes the bill will be bipartisan, and he encouraged a House group of four Democrats and three Republicans trying to forge a compromise to continue their efforts.

He offered no details on how a House bill could be both bipartisan and supported by more than half of his own rank and file, given that most of the single-issue immigration bills that have moved through the House Judiciary Committee recently did so on party-line votes over the protests of Democrats. None envisions legal status for immigrants now here illegally.

Boehner declined to say whether there were circumstances under which he could support a pathway to citizenship, but he made clear that securing the border was a priority.

"People have to have confidence that the border is secure before anything else is really going to work. Otherwise, we repeat the mistakes of 1986," he said, referring to the last time Congress overhauled the immigration system.

One option could be to bring up one or more of four narrowly focused immigration bills approved by the Judiciary Committee this week and last, hoping to pass it and use it as a vehicle for House members to enter into negotiations with senators on a merged bill in the fall or winter.

BlackBerry 10 not coming to BlackBerry PlayBook tablets

If you were hoping your BlackBerry PlayBook would get a taste of BlackBerry 10, think twice. Despite earlier plans, Thorsten Heins just revealed that the newer OS isn't coming to his company's tablet due to "performance and user experience" concerns. The executive didn't discuss the long-term future of the PlayBook, but it's clear that the current model is at the end of the road. When the company's earnings are back in the red, devoting attention to a long-struggling device isn't likely to be high on the priority list.

Pump prices keep falling; oil drops below $97

(AP) ? As the week went along, Americans' commutes got cheaper.

The average price for a gallon of gasoline fell by 6 cents from Monday through Friday, to a two-month low of $3.51 per gallon. The average fell at least a penny in 48 states, with only Hawaii prices gaining a fraction and Idaho's staying flat. The steepest declines were in Indiana (15 cents) and Michigan (14 cents).

A number of refineries that suffered outages in the Midwest in the past month or so returned to operation, easing a shortage of gasoline and dropping prices. The average price has fallen 40 cents in both Michigan and Wisconsin since June 1.

Meanwhile, the price of oil fell Friday for the first time this week, and it finished the second quarter of the year with a slight loss.

Benchmark oil for August delivery fell 49 cents to end at $96.56 per barrel on the New York Mercantile Exchange. For the April-June quarter, oil slipped 67 cents, although it rose 11 percent from a low of $86.68 on April 17.

The decline at the gas pump is good news for drivers as the July Fourth holiday approaches. Most should pay less than on Memorial Day, when gas averaged about $3.65. But this year's June swoon isn't as large as last year's ? by Independence Day in 2012, the average price was $3.34.

Brent crude, which is used to set prices for oil used by many U.S. refineries to make gasoline, fell 66 cents to $102.16 a barrel.

In other energy futures trading on the Nymex:

? Heating oil fell 1 cent to $2.88 a gallon.

? Natural gas fell 2 cents to $3.57 per 1,000 cubic feet.

? Wholesale gasoline rose 1 cent to $2.75 a gallon.

US military will spend $23 billion on cyber defense, create its own secure 4G network

Image

The US Department of Defense told a Washington thinktank yesterday that it would spend $23 billion in the next four years to kick its cyber defenses up a gear. That'll include building out a "secure 4G wireless network that will get iPads, iPhones and Android devices online by mid-2014," according to Joint Chiefs of Staff Chairman Martin Dempsey. The DoD recently approved Blackberry 10, iOS and Samsung Galaxy devices with Knox, and General Dempsey himself was packing a smartphone he said would "make Batman and James Bond jealous." While there were no details about how such a mobile network would be locked down, he did say that all 15,000 of the Department's computer networks would be consolidated into an enterprise cloud system to increase security. All that is to combat a "17-fold" cyber warfare increase in just over two years -- no doubt including recent Chinese hacking that the White House took the rare step of recently highlighting.

How to Meet an Online Friend in Real Life Without It Being Awkward

How to Meet an Online Friend in Real Life Without It Being Awkward

You're not looking to bang every person you meet online. Sometimes, you're just looking for friends. But somehow, meeting someone you know online platonically has become a far more awkward endeavor than a random OKCupid date. You know her but you dont know her. Do you shake hands? Do you hug? Do you do that open-palmed half-wave? God forbid she goes for the hug and you go for the handshake like you're in some jerking, uncoordinated, chest-poking dance.

We know how to navigate these waters with dates we picked up online, but digital friendships don't always translate seamlessly to the real world. And yet increasingly, internet is how we meet people now. So you better be able to ride out that unavoidable initial awkwardness.

I've made some of my closest friends on the internet. In fact, next month I'll be moving in with someone I met on Twitter. But before we consummated our friendship in real life (minds out of the incognito browsers, children), we had fairly skewed ideas of what to expect. "I was nervous to meet you because we had so much in common," she told me, reasonably. "I was suspicious. Like, what if you were a bot?" I was just afraid her jokes would be corny.

That looming uncertainty of what someone you already know is really like is where a lot of the nerves come from. Plus, there's the very normal desire to make a good first impression. But there are a few easy ways to make the butterflies in your stomach chill out a little bit.

Meet in a group setting. Do you have a few people you know from the internet you'd like to meet? Why not all meet at once? If you're going to be awkward, at least be awkward together. You'd all have to be trying very deliberately to achieve much awkward silence between the five of you. (Though god help you if you do.)

Meet somewhere public. As with Craigslist transactions and drug deals, you'll want to meet somewhere with other people around. A bar is the most obvious destination, because there will at least be a bartender there and there's a clearcut escape route. Plus, booze!

Bring a friend for support. The buddy system isn't a bad idea, either. Sometimes it helps to have another mouth around to keep the conversation going. And again, it provides you with an easy out.

I've actually done real life meetups quite a bit. One that stands out happened in February with a bunch of media types at a dark bar in Brooklyn that serves kitschy beach drinks. We decided, Hey we jabber at each other all day through our keyboards, why not make it honest and actually, you know hang out? This is sort of an extraordinary circumstance, but everything came together perfectly. It started with a few people who knew each other from Twitter and whatnot and wanted to have a drink together, and the word sort of spread to others who wanted to join in on the fun IRL. It was great! And all the awkwardness was avoided thanks to the group setting (and the drinks).

The beauty of the whole thing is that we never would have met were it not for the internet. Not every situation is so ideal, but there's no reason your internet friends can't be real world friends too.

Ecuador, where?Edward Snowden?has requested asylum, said a decision could take months and asked Washington to argue its case for extradition.?Russia?said Snowden, whose flight is proving a growing embarrassment for President?Barack Obama, was still in the transit area of?Sheremetyevo airport.

A leading U.S. senator sought to raise pressure on?Ecuador?by saying he would seek to end preferential access for its goods to the?United States?if it gave asylum to Snowden, while?Quito?denied it had given him any travel document.

Snowden fled the?United States?to Hong Kong this month after leaking details of secret?U.S. government?surveillance programmes, then flew on to?Moscow?on Sunday.

He has not been seen in the transit area - the zone between the departure gate and formal entry into the country - since his arrival, although a receptionist at a hotel in the transit zone said he looked at the prices there on Sunday, then left.

Russian President?Vladimir Putin?has denied that Snowden?was being interviewed by?Russian intelligence?and called any U.S. accusations that?Moscow?was aiding him "ravings and rubbish".

There was no sign of Snowden?registering for onward flights out of?Russia?on Wednesday.

U.S. Defense Secretary?Chuck Hagel?said on Wednesday that Snowden's leaks to news media had been a "serious security breach" that damaged U.S. national security. He repeated calls for?Moscow?to hand him over.

"I would hope that the Russians do the right thing here," Hagel told a?Pentagon?news conference, adding that?Moscow?evidently had not made a final decision since Snowden?reportedly was still at the airport.

Salt and Pepper Spoon Shakers Give You Precisely Portioned Seasonings

Finally putting an end to the gag where someone unscrews the lid of a salt shaker, Jaemin Jaeminlee's Sogum HuchuHuchu is a radical re-thinking of how we season our food at the table. They still require a bit of shaking to get the spices out, but instead of dumping it directly onto your food, the salt and pepper spills into a small scoop. Using your fingers you're then able to select an exact amount of seasonings for your meal, while the unused bits can be returned to the shaker.

Endgame at hand for immigration bill in Senate

WASHINGTON (AP) ? The Senate is preparing to push landmark immigration legislation across a few final hurdles and possibly pick up one or two more Republican "yes" votes along the way.

The legislation cleared an early procedural hurdle Monday with room to spare, and more test votes awaited Wednesday. The White House-backed bill would pour billions of dollars into border security and offer a path to citizenship to some 11 million immigrants now in the United States illegally.

After the addition of provisions greatly strengthening border security and doubling the size of the border patrol, the legislation looks likely to command support from at least 14 Republicans on final passage Thursday or Friday. That's more than enough to ensure the 60-vote margin needed for passage, as all 52 Democrats and the two independents who usually vote with them look likely to stick together.

Some supporters would like to bring even more Republicans on board and are working to negotiate votes on amendments to win over anyone who is wavering.

Sen. Rob. Portman, R-Ohio, is pushing an amendment to strengthen an electronic employment verification program made mandatory in the bill.

"I can't vote for (the bill) without it," Portman said.

Sen. Saxby Chambliss, R-Ga., wants changes to a new agriculture workers program that he says makes it too easy for farm workers to get permanent U.S. residency.

The measures sought by Portman and Chambliss are being opposed by some immigrant advocacy groups, and some Senate Democrats believe the bill has enough Republican support as is without pursuing more changes. But Sen. Chuck Schumer, D-N.Y., a lead sponsor of the bill, continues to push for further amendments, arguing that a large bipartisan vote in the Senate is necessary to pressure the GOP-controlled House to act.

In the House on Wednesday, the Judiciary Committee was to vote on its own employment verification legislation. It's the third in a series of single-issue immigration bills the committee has voted on as it takes a piecemeal approach to overhauling the nation's immigration system, in contrast with the Senate's comprehensive bill.

None of the measures considered by the House panel includes a path to citizenship or even legalization for the millions here illegally, something opposed by many House conservatives. That leaves the final fate of the immigration overhaul effort unclear once the spotlight moves from the Senate to the House after this week's action.

Texas abortion law, that would shut down clinics, stalls in Senate

Texas abortion law would effectively shut down most abortion clinics. But a Democratic filibuster looks likely to derail it. Texas is the latest conservative state to try to enact tough new laws on abortion.

By Jim Vertuno and Will Weissert,?Associated Press / June 25, 2013

A sweeping bill that would effectively shut down most abortion clinics across the nation's second most-populous state has stalled in the Texas Senate, and a Democratic filibuster that will only need to last a seemingly manageable 13 hours Tuesday looks like it will be enough to talk the hotly contested measure to death.

After thwarting two attempts Monday by majority Republicans to bring the abortion bill to a floor vote ahead of its scheduled time Tuesday morning, Democrats are turning to Sen. Wendy Davis, D-Fort Worth, to stage the marathon speech.

"We want to do whatever we can for women in this state," said Sen. Kirk Watson of Austin, leader of the Senate Democrats.

The bill would ban abortion after 20 weeks of pregnancy and force many clinics that perform the procedure to upgrade their facilities and be classified as ambulatory surgical centers. Also, doctors would be required to have admitting privileges at a hospital within 30 miles ? a tall order in rural communities.

Although Texas is just the latest of several conservative states to try to enact tough limits on abortions, the scope of its effort is notable because of the combination of bills being considered and the size of the state.

When combined in a state 773 miles wide and 790 miles long and with 26 million people, the measures would become the most stringent set of laws to impact the largest number of people in the nation.

"If this passes, abortion would be virtually banned in the state of Texas, and many women could be forced to resort to dangerous and unsafe measures," said Cecile Richards, president of Planned Parenthood Action Fund and daughter of the late former Texas governor Ann Richards.

Outnumbered 19-11 ? with San Antonio Sen. Leticia Van de Putte missing to attend the funeral of her father, who died last week in a car crash ? Senate Democrats held firm Monday to their razor-thin margin of a single vote to block the bill from moving forward.

That's key since the 30-day special legislative session ends at midnight Tuesday, meaning the filibuster Democrats have promised only needs to last the better part of one day, instead of two.

Davis gave a filibuster at the end of the 2011 session to temporarily block $5.4 billion cuts to public schools, and said she was preparing for her upcoming speech but refused to say exactly how.

She will have to speak nonstop, remain standing, refrain from bathroom breaks or even leaning on anything. Other Democrats can give her voice a break by offering questions to keep conversation moving.

"Democrats chose not to negotiate, and we could not get the block undone," said Lt. Gov. David Dewhurst, a Republican who controls the flow of Senate legislation. He refused to declare the issue dead ? but others were less optimistic.

Sen. Dan Patrick, R-Houston, said the Democrats never should have been allowed to put Republicans "in a box" and complained that many in the Senate GOP were "flying by the seat of their pants."

Astronomers find three planets in Gliese 667C's habitable zone

Astronomers find three planets in Gliese 667C's habitable zone

Astronomers have a good day when they detect one planet inside a star system's habitable zone. A mostly European team of researchers must be giddy, then, as it just found three of those ideally located planets around Gliese 667C. The group has combined existing observations from the ESO's Very Large Telescope with new HARPS telescope data to spot the trio of super-Earths, all of which could theoretically support liquid water. As long as the discovery holds up, it may have a big impact on exoplanetary research: it shows both that three super-Earths can exist in one system and that more than one survivable planet can orbit a low-mass star. We can only do so much with the findings when Gliese 667C is 22 light-years away, but it's good to learn that space could be more human-friendly than we once thought.

Sony's SBH52 Smart Bluetooth clip acts as your secondary handset

Sony's SBH52 Smart Bluetooth clip acts as your secondary handset

HTC may have its Mini Bluetooth handset, but Sony thinks such implementation works best as a big clip without the numeric pad. Dubbed the SBH52, this splashproof device comes with FM radio, a headphone jack plus a small OLED display to show caller ID and text messages, so in a way it's similar to its predecessors. What's new is that you now get NFC as well as an earpiece -- the latter lets you use the clip as a mini phone. Expect to see this on the shelves in Q3 this year.

Poppy turns iPhone into ViewMasterlike 3D display and camera video

Remember the View-Master? We've already seen goggles from Hasbro and Sanwa that transform the iPhone into a 3D viewer, but Poppy plans to spice things up by adding 3D photo and video capture to the mix. The device, which contains no electronics, is about the size of medium pair of binoculars and features a slot which accepts an iPhone 5. It's launching on Kickstarter today for less than $50, along with a matching app. We got the chance to take a prototype for a spin and it worked like a charm. Check out the gallery and campaign link below, then read on after the break.

Obama, Turkey's Erdogan discuss Turkish protests, Syria

WASHINGTON (Reuters) - U.S. President Barack Obama and Turkish Prime Minister Tayyip Erdogan this week spoke about recent unrest in Turkey, the White House said on Tuesday, discussing the situation for the first time since protests erupted in late May.

In a phone call on Monday, "the two leaders discussed the importance of non-violence and of the rights to free expression and assembly and a free press," the White House said in a statement.

The United States has repeatedly expressed concern about Turkey's crackdown on protesters but Monday's phone call is the first time the two leaders have spoken directly since the conflict began.

The protests initially began when police used force against campaigners opposed to plans to develop Istanbul's Gezi Park but they quickly evolved into a broad show of anger at what critics call Erdogan's growing authoritarianism.

On Tuesday, the anti-government protests continued as police detained 20 people in raids in the capital Ankara. So far, four people have been killed and 7,500 injured, the Turkish Medical Association estimates.

Erdogan has called the protests a plot against Turkey and has defended the police response, which has included tear gas and water cannons.

Obama and Erdogan also discussed Syria, "including the regime's use of chemical weapons against its own people," the White House said.

The two leaders said they were committed to "pursuing a political solution" in Syria and the need to support opposition groups "to improve their effectiveness," the statement said.

How to share Photo Streams with friends and family not using an iPhone or iPad

How to share Photo Streams with friends and family not using an iPhone or iPad

If you snap lots of photos with your iPhone and use Photo Stream to sync them between your iPad and other devices, odds are you probably share them with iPhone and iPad using friends and relatives as well.

But what about the friends and family members that don't own iOS devices? There's actually no need to leave them out! You can give them access to your shared Photo Streams as well. Here's how:

The way to allow non-iOS users to view your shared Photo Streams is actually quite simple. You can just make them a public website that will have its own unique URL. You can then share that URL with friends and family members whenever you'd like. Here's where to get it:

  1. Launch the Photos app from the Home screen of your iPhone or iPad.
  2. Tap on the Photo Stream tab in the bottom navigation.
  3. From here tap on the blue arrow next to the shared Photo Stream you'd like to make public.
  4. Towards the bottom there is an option for Public Website, enable it by turning it to On.
  5. Now tap on Share Link after it's generated. You'll then be able to copy it to the clipboard or share it many various ways regardless of what mobile platform someone is using.

Anyone you give that URL to will be able to access your shared Photo Stream from any browser. Simple as that. Keep in mind this does turn that particular shared Photo Stream into a public site of sorts. There isn't anything in the URL that would make it easily searchable on a site like Google but keep in mind anyone with a link will have access to it.

You can, of course, unpublish it just as easy as you published it by following the same steps as laid out above.
