QUINCY, Pa. (AP) ? Hours after authorities began investigating the shooting deaths of three people in a central Pennsylvania home, the man later charged in the case admitted to state police that he'd "messed up."

The suspect, Kevin Cleeves of Waynesboro, said that in retrospect he never should have gone to the home of his estranged wife's boyfriend Friday night, even if he was concerned about the welfare of his 4-year-old daughter.

Because there, authorities alleged, he quarreled with his wife and her boyfriend in front of the girl and was told to leave but instead opened fire, shooting to death the two adults as well as the man's mother. He then fled with the girl 250 miles to neighboring Ohio, where he was arrested and his daughter was recovered safely.

Cleeves was charged with three counts of criminal homicide in the deaths of 25-year-old Brandi Cleeves, 28-year-old Vincent Santucci and 55-year-old Rosemary Holma and was awaiting an extradition hearing Monday. Court records listed no attorney for him.

Detectives in Ohio declined to say where his daughter, Leia, was on Sunday.

Kevin Cleeves, 35, was headed for Michigan in hopes of getting the girl to his aunt's house, according to an affidavit filed in court in Pennsylvania.

He called his aunt about an hour after the slayings, and he was "drinking and mad," she told police. He admitted to her that he was behind the shootings and she called police.

Cleeves got as far as Austintown, Ohio, just over the Pennsylvania state line, where he was arrested in a hotel parking lot.

Santucci's father, Vincent L. Santucci Sr., told The Herald-Mail of Hagerstown, Md., that that his son, a chef, had only known Brandi Cleeves for little more than a month but they had a positive energy between them.

"He was a kind person, loving son and brother," he said.

Santucci Sr. said his former wife was a wonderful mother who had put herself through nursing school and found her calling as a nurse.

"We think she died running to help her son," he said.

Israel denies report that Netanyahu was briefed on U.S. attack plans for Iran

JERUSALEM (JTA) -- Unnamed senior Israeli sources denied an Israeli newspaper report that the U.S. National Security Advisor Thomas Donilon shared U.S. contingency plans for a possible attack on Iran with Prime Minister Benjamin Netanyahu.

?Nothing in the article is correct," a senior Israeli official told Reuters and The Associated Press on Sunday.? "Donilon did not meet the prime minister for dinner, he did not meet him one on one, nor did he present operational plans to attack Iran.?

Haaretz had reported the same day that Donilon on a visit to Israel earlier this month had described the plan to Netanyahu over dinner. The newspaper cited an unnamed senior American official and said that Israel's national security adviser, Yaakov Amidror, attended part of the meeting.

Donilon also shared information on U.S. weaponry and military capabilities for dealing with Iran's nuclear facilities, including those deep underground, according to Haaretz, citing the American official.

Tommy Vietor, spokesman for the U.S. National Security Council, had declined to comment to Haaretz on the details of the meeting.

The Haaretz report appeared as presumptive Republican presidential candidate Mitt Romney arrived in Israel to meet with Israeli and Palestinian officials.

'Venues are stuffed': Coe defends Olympic seating

The chairman of the London Olympics, Sebastian Coe, insisted on Sunday that most venues were full of spectators as organisers faced a growing storm over blocks of empty seats at several venues.

Local organisers LOCOG and the International Olympic Committee said they were urgently investigating why there were rows and rows of unoccupied seats at venues including Wimbledon for the tennis and the Aquatics Centre, while British police were reportedly probing an alleged black-market scandal.

As organisers were overwhelmed with demand for Olympics tickets when they went on sale and thousands of people were left disappointed, the sight of unoccupied seats has sparked anger in Britain.

Coe said unoccupied seats at some venues were due to accredited officials still working out which events to attend and planning their timetable, but he said he had visited four events on Saturday which were full to capacity.

"Let us put this in perspective. Those venues are stuffed to the gunnels. The public are in there," Coe told journalists.

"There are tens of thousands of people at this moment within the accredited 'family' that are trying to figure out what their day looks like, where they are going to be asked to go to, frankly working out how you divide your time.

"Certainly this is not going to be an issue through the Games.

"This is not unfamiliar in the preliminary rounds."

Coe said however that local organisers LOCOG were urgently seeking ways of filling any empty seats. He said soldiers involved in the security operation were given spare seats at gymnastics events on Sunday morning.

Students and teachers from east London were also allocated seats at some unfilled venues.

A source told AFP the local organisers were "extremely frustrated" by the empty seats, and were working flat-out to find a solution.

Many fans pointed out that gaps were visible at the Aquatics Centre, normally packed to the rafters for the early swimming action.

In contrast, huge crowds lined the streets of London, where tickets were not required, to watch Team GB compete in the cycling road race.

Britain's culture minister Jeremy Hunt admitted the empty seats were "very disappointing" and suggested they could be offered to members of the public.

He added: "I was at the Beijing Games, in 2008, and one of the lessons that we took away from that, is that full stadia create the best atmosphere, it's best for the athletes, it's more fun for the spectators, it's been an absolute priority.

"LOCOG are doing a full investigation into what happened. I think it was accredited seats that belonged to sponsors, but if they're not going to turn up, we want those tickets to be available for members of the public, because that creates the best atmosphere.

"We are looking at this very urgently at the moment."

One angry punter at the Olympic Park blamed corporate ticket-holders for failing to take up their seats.

"It's not fair. There's thousands of people who would have got into that swimming pool to watch the races this morning and couldn't get in," he told BBC TV.

"They've (now) panicked about the political situation of the stadium being empty. We couldn't even get in but people were coming out saying how the stadium was half-empty.

"There were thousands of people stood outside wishing to go in."

Meanwhile, the Sunday Times newspaper reported that British police were investigating the alleged black-market sale of Olympic tickets by three official ticket agents covering the Games.

The newspaper said it had secretly filmed Olympic officials and agents offering to sell thousands of tickets for up to 10 times their face value.

Detectives from Operation Podium, set up by the force to tackle Games-related ticket fraud, launched the inquiry last week after studying more than 20 hours of recordings provided by the newspaper, the report said.

They will seek to question officials from the national Olympic committees of China, Serbia and Lithuania, it added.

Contacted by AFP, police refused to confirm that they were investigating the claims.

One of the most embarrassing sights was at Wimbledon, where the match between British hopeful Anne Keothavong and former world number one Caroline Wozniacki was played to a half-empty Centre Court on Saturday.

"Very surprised at amount of empty seats on Wimbledon Centre Court, especially as I applied for some! It can't be more than 50 percent full," wrote frustrated fan Alex Dover on Twitter.

Petronas raises Progress Energy offer after rival bid

(Reuters) - Progress Energy Resources Corp said Malaysia's state oil company Petronas has agreed to raise its offer to buy the Canadian natural gas producer by 8 percent after Progress received an unsolicited proposal from a third party.

Petronas, which in June launched a C$20.45 per share offer for Progress, will now pay C$22.00 for each share, or C$5.17 billion ($5.12 billion) in total.

Progress did not name the third party that made the unsolicited offer, but said its board has approved Petronas's latest offer.

The Canadian company, known for its reserves in British Columbia's Montney tight gas region as well as Alberta's Deep Basin, already has a joint venture with Petronas.

Last year, Petronas paid C$1.07 billion for a half interest in shale gas fields owned by Progress and the two pledged to study the feasibility of exporting liquefied natural gas to Asian markets.

Petronas is being advised by Bank of America Merrill Lynch on the deal, while BMO Capital Markets is advising Progress.

Progress shares rose 12 percent to C$22.45 in early trade on the Toronto Stock Exchange on Friday.

Radical Muslims abandon protest outside Olympic Park

LONDON (Reuters) - A group of British Islamists called off a protest planned for outside the London Olympic Park on Friday and organisers said police had told them not to go ahead.

The group, led by some of Britain's most prominent Islamist figures, had intended to gather outside the gates to the park ahead of the opening ceremony to denounce what they called the evil of the Games.

Police said that as it was a standing protest, not a march, the group was not required to obtain permission, but organiser Mizanur Rahman said police had made it clear to him that the protest should not go ahead.

"We would have been immediately arrested otherwise," said Rahman, who served a four-year jail term for encouraging followers to kill British and American troops in Afghanistan and Iraq during a demonstration in London in 2006.

"There's no way for Muslims to voice any of their concerns," said Rahman, whose Website, evilolympics.com, has the tagline "While the world plays, Muslims are being killed around the globe".

He vowed there would be more efforts to protest during the course of the Games.

East London, where the Olympic Park is located, is home to a large Muslim community housed in some of the capital's poorest neighbourhoods. It is also home to a number of British Muslims convicted of involvement in plots since the September 11, 2001, attacks on the United States.

Rahman said the decision of judo chiefs not to allow a Saudi athlete to compete wearing an Islamic headscarf showed why Muslims should boycott the Olympics, which this year coincides with the Islamic holy month of Ramadan.

"I would hope that this would be a sign they should not be in the Games," said Rahman.

WASHINGTON (AP) ? New day, old bickering between President Barack Obama and congressional Republicans.

Obama used his Saturday radio and Internet address to finger GOP lawmakers for a stalemate that could increase taxes on Americans next year. A leading Republican senator cast the president and his Democratic Party as obstructionists who want to place the tax burden on businesses during an economic slowdown.

Obama pressed the Republican-controlled House to extend Bush-era tax cuts for households making $250,000 or less while letting lower rates on wealthier taxpayers expire and go up. The Democratic-controlled Senate narrowly passed such a measure this past week; the House is not expected to follow suit.

"Instead of doing what's right for middle-class families and small-business owners, Republicans in Congress are holding these tax cuts hostage until we extend tax cuts for the wealthiest Americans," Obama said.

Responding on behalf of the congressional GOP, Utah Sen. Orrin Hatch, the top Republican on the Senate Finance Committee, said Obama's plan would do more harm to the economy and criticized him with almost identical language. He called for extending current tax rates for all taxpayers and spending 2013 overhauling and simplifying the tax code.

"Raising taxes as our economy continues to struggle is not a solution, and the majority of Americans and businesses understand that," Hatch said. "The president and his Washington allies need to stop holding America's economy hostage in order to raise taxes on those trying to lead our economic recovery."

The competing views frame today's Washington political debate and the presidential contest. With the economy standing as the main issue on voters' minds, Obama, rival Mitt Romney and lawmakers of both parties are engaged in brinkmanship and political test votes ahead of the November election and the Dec. 31 deadline when the Bush-era tax rates expire.

Obama used his address to take a rare swipe at Romney, even though he didn't mention his challenger by name.

"Republicans in Congress and their nominee for president believe that the best way to create prosperity in America is to let it trickle down from the top," he said. "They believe that if our country spends trillions more on tax cuts for the wealthy, we'll somehow create jobs ? even if we have to pay for it by gutting things like education and training and by raising middle-class taxes. They're wrong."

Saturday's dueling addresses come a day after the government reported that weak consumer spending held growth to an annual rate of just 1.5 percent in the second quarter. That was lower than the 2 percent rate of the first quarter and less than what's necessary to help drive down the unemployment rate, now stuck at 8.2 percent.

The White House budget office on Friday also predicted that the economy for this year will grow at a modest 2.6 percent annual rate and that the jobless rate will average 8 percent. It forecasts 2.6 percent growth next year, down from the 3.0 percent it predicted in February.

Jeff Harris, co-head of PKF?s Natural Resources team, said: ?Whilst we welcome any effort on the part of the Treasury to stimulate continued exploration and development of energy in the North Sea - particularly when independent forecasters have announced that they expect to see a continuing significant reduction in production of the next few years - the measures announced today are very much at the margins. They are unlikely to play any significant part in stimulating the significant spend necessary to discover and bring new fields into production.

?Indeed, the Treasury states that this measure will only cost ?20 million a year, so it must believe that very few fields will qualify and that those that do will generate protected revenue over a significantly long period. Olympic organisers, Team GB sailors and the spectators expected to flock to Weymouth are all preparing for the start of the Games.

12,000 people are expected to watch Friday's opening ceremony on the big screens at the Live Site on Weymouth Beach where the sailing action will also be televised.

12 of the 16 British Olympic sailors will also be at the Live Site two days before racing begins with only the 470 crews of Luke Patience and Stuart Bithell and Hannah Mills and Saskia Clark able to fit attending the main opening ceremony in London into their schedules.

The 12 will be introduced onto the stage in Weymouth between 7.50 and 8.10pm, before the opening ceremony begins at the Olympic Stadium.

Team GB sailing team leader Stephen Park said: 'With most of the sailors unable to travel to London for the main opening ceremony due to training and racing schedules, we really wanted to the celebrate the start of the Games with our supporters in Weymouth and Portland, which has been home to our team for a number of years now.

'We can already feel the excitement building here in Weymouth and Portland, and I know we can rely on some fantastic local support for Team GB's sailors, who will be doing all they can to put in performances that they and we will all be proud of.'

It is free to attend the Live Site, but capacity numbers are limited.

Meanwhile, the finishing touches are being applied to the equipment that will be used to organise the racing.

On Monday, July 23 on the grounds of the U.S. Embassy, Ambassador Alfonso E. Lenhardt hosted a farewell program for 58 Tanzanian students receiving grants to study agriculture, nutrition, and related fields at universities in Tanzania and abroad.

Amb. Alfonso E. Lenhardt, distinguished guests and Tanzanian students who received grants to pursue graduate and postgraduate studies in agriculture, nutrition and related.

The scholarships are sponsored by the American People through the United States Agency for International Development (USAID) under the Feed the Future Initiative. Several distinguished guests delivered remarks, including the Deputy Permanent Secretary of the Ministry of Agriculture Mbogo Futakamba, and Vice Chancellor of Sokoine University of Agriculture Professor Gerald Monela.

Over a five-year period, Feed the Future will sponsor 120 Tanzanians for postgraduate studies in agricultural and nutrition sciences. Currently, there are six Tanzanian students pursuing either Master?s or Doctoral degrees in the Unites States of America. Of the 58 students sponsored this year, 29 of them will pursue Master?s and PhD degrees in agricultural and nutritional sciences at six American universities ? Ohio State University, Michigan State University, Virginia Tech, Tuskegee University, University of Florida, and Iowa State University. Nineteen trainees will pursue Bachelors and Master?s degrees at Sokoine University of Agriculture, and ten trainees will pursue Master?s and PhD degrees at African universities outside Tanzania.

In his remarks to the students, Ambassador Lenhardt stated, ?The American People are committed to helping Tanzania achieve its true potential as a bread basket for Africa. In order to achieve this critically important objective we need strong leadership, we need innovation, we need dedication, and most importantly we need all of you to take this great educational opportunity and come back to Tanzania to accelerate its agricultural revolution. The United States looks forward to continuing our partnership with Tanzania in building the Tanzanian leadership capacity to alleviate food insecurity, malnutrition, and poverty.?

BEIRUT (AP) ? Turkey sealed its border with Syria to trucks on Wednesday, cutting off a vital supply line to the embattled nation as fighting stretched into its fifth day in the commercial capital of Aleppo.

Turkish Economy Minister Zafer Caglayan said deteriorating security was behind the closure.
