JetBlue passengers stuck on plane for 7 hours

Passengers on a JetBlue flight were stranded for seven hours on a plane grounded at Bradley Airport with no bathrooms and no water, according to passengers on the plane who tweeted during the ordeal and others who contacted NBC Connecticut.

A paraplegic on the flight had a medical issue, and about seven hours after the plane landed, firefighters took people off the plane on a ladder, one passenger said.

?Still on the plane. We haven't moved. Now EWR closed. Getting ugly in here. People yelling wanting to get off,? Andrew Carter said via Twitter just before 6 p.m.

Carter is a sports writer for the Sun Sentinel newspaper in Florida who was intending to cover the Miami Dolphins football game against the New York Giants at the Meadowlands on Sunday, the Hartford Courant reported. He was one of about 200 people on board, the Courant said.

?We ran out of water,?? he told the Courant via cellphone from the plane. ?The bathrooms are all clogged up and disgusting. ? I?ve heard about these kind of stories.??

JetBlue Flight 1013 from Boston to New York also was grounded for hours and passengers ran out of water, @HedgeyeENERGY tweeted.

"JetBlue is doing everything possible to ensure our customers affected by today's unusual combination of weather and infrastructure issues are being well cared for," Victoria Lucia of JetBlue said in a statement released Saturday night. "We apologize for the experience."

The JetBlue flights were two of 23 airplanes diverted to Bradley Airport Saturday, according to Gov. Dannel Malloy. The state was trying to move 1,000 cots to the airport late Saturday to help make stranded passengers comfortable, Malloy said.

It was unclear why the passengers were made to stay on the planes for hours before finally being let off.

Panasonic sees $5.5 billion annual loss, worst in a decade (Reuters)

TOKYO (Reuters) ? Japanese electronics maker Panasonic Corp forecast an annual net loss of 420 billion yen ($5.5 billion), its biggest in a decade, as restructuring costs ballooned, and a soaring yen and weak demand in the United States and Europe eroded income.

Panasonic accelerated the pace of restructuring as it races to shake off losses at its TV unit -- a problem it shares with rival Sony -- and strips out overlapping businesses after its buyout of subsidiary Sanyo.

In April, Panasonic said it would cut 17,000 jobs by March 2013, but the maker of Viera televisions and Lumix cameras announced on Monday it now expects to reach its goal of slimming its work force to 350,000 or fewer a year ahead of schedule.

Panasonic said it will stop liquid-crystal panel production at its Mobara plant near Tokyo and is canceling its plans to ship plasma-panel manufacturing equipment to Shanghai to start production there as it aims to turn a profit on TVs in its next fiscal year.

"The net loss of 420 billion yen includes an increase in the cost of restructuring. It has lowered the assumed exchange rates to 76 yen, which gives the company some buffer even if the dollar slips from the current level after today's intervention," said Hiroyuki Fukunaga, CEO of Investrust.

"So even though it is reporting a loss, the market may think all the negative factors have been priced in, especially given that its share price has fallen about a third from around 1,200 yen at the beginning of this year."

Japan sold the yen for the second time in less than three months after it hit another record high against the dollar on Monday, intervening to counter speculation that officials say is hurting the world's No. 3 economy.

The soaring yen is making it ever harder for Panasonic to compete with the likes of Samsung Electronics.

The quarterly loss, which will be its second biggest ever, compares with the company's previous forecast for a net profit of 30 billion yen in the year to March 2012 and last year's net profit of 74 billion yen.

Shares of the company closed 2.1 percent lower before the results. They have fallen 31 percent so far this year, compared with a 13 percent decline in the broader market.

'BIRTH PANGS OF NEW STRATEGY'

"What we need to tackle is the television and related semiconductor businesses," Chief Financial Officer Makoto Uenoyama told reporters.

"If we downsize these, our profits will be completely different," he added, calling the forecast losses "the birth pangs of switching to a new strategy."

The company cut its full-year operating profit forecast to 130 billion yen from 270 billion yen.

That is far below market expectations of a 225 billion yen profit, based on the average estimate of 21 analysts polled by Thomson Reuters I/B/E/S.

It also slashed its estimate for annual TV sales to 19 million sets from 25 million.

Sony said on Monday it will split its television business into three divisions to make operations more accountable as part of efforts to turn around the loss-making business.

For July-September, Panasonic reported an operating profit of 42 billion yen, beating its own forecast of 4.4 billion yen profit, but falling short of analysts' average estimate of 50 billion yen. It had reported an operating profit of 85.2 billion yen a year earlier.

For the remainder of the business year, Panasonic estimates a dollar-yen rate of 76 yen and a rate of 105 yen against the euro.

Even Congress hates Congress (Politico)

Their approval ratings are so bad these days that even Congress hates Congress.

Sen. Lindsey Graham is so embarrassed about the 9 percent approval rating ? released Tuesday night in a New York Times/CBS poll ? that he?s going incognito.

?It?s so bad sometimes I tell people I?m a lawyer,? the South Carolina Republican told POLITICO on Wednesday. ?I don?t want to be associated with a body that in the eyes of your fellow citizens seems to be dysfunctional. It matters to me.?

?We?re below sharks and contract killers,? added freshman Rep. Trey Gowdy (R-S.C.).

Indeed, lawmakers themselves aren?t among the 9 percent who approve of their own work.

The record low approval ratings were met Wednesday with a mixture of shock, anger, sadness, frustration and wry gallows humor, with many lawmakers wondering who in their right mind would actually believe Congress is worthy of approval.

But in predictable partisan fashion, they blamed each other, President Barack Obama, the economy, the wars in Iraq and Afghanistan, and the public?s failure to grasp how Congress is supposed to work, among other causes.

?I want to know who the 9 percent are, I?m afraid they have drivers? licenses,? quipped Rep. Patrick McHenry (R-N.C.).

In spite of the jokes, the shockingly low congressional approval rating could become a drag on both Republican and Democratic incumbents ahead of next year?s elections.

It also puts even more pressure on the powerful deficit-slashing supercommittee to do something - anything - to break the political stalemate over slashing the U.S. budget deficit.

And the long-term effects of such negative numbers for Capitol Hill, and Washington in general, could prompt more voters to abandon party affiliation and register as independents, dramatically reshaping political campaigns, lawmakers suggested Wednesday.

Political operatives in both parties see opportunity as well. Republicans think they can grab control of the Senate in 2012, and Democrats are hopeful they can win back their House majority, swept away in the 2010 tea party tsunami. Such a double switch has never happened before in American history.

Still, some lawmakers believe that they?ll be fine politically since voters historically tend to stick with their own representatives even if Congress is tanking.

?That high?? joked Rep. John Larson (Conn.), chairman of the House Democratic Caucus, said in response to the poll. ?It?s reflective of the public?s response to the quagmire that?s become Washington, D.C. Fourteen million people out of work, 25 million people that are [under-employed], they see Washington involved in an endless ?Tastes great, less filling? argument where nothing gets done.?

?It?s kind of like Tennessee football - it?s a hard season,? deadpanned Rep. Allen West (R-Fla.), a depressed alumnus of the University of Tennessee and backer of the troubled Volunteer football program.

While Congress has never been a popular institution in the eyes of the public, 2011?s nasty partisan battles between the GOP-controlled House and Democratic-led Senate - compounded with the $14 trillion-plus national debt and stubbornly high unemployment rate ? seem to have only made matters worse.

It is unlikely that the U.S. economy will get much better before voters go to the polls next November, meaning each party will aggressively make the case that the other is to blame. That means more partisan wrangling.

Russia successfully tests Bulava ballistic missile (AP)

MOSCOW ? Russia's navy on Friday successfully test-fired an advanced ballistic missile, the weapon the government hopes will be the future of its nuclear arsenal, the Defense Military said.

The Bulava missile was launched from the Yuri Dolgoruky submarine in the White Sea near Finland, and the missile's warheads reached the Kura testing range on the Pacific Kamchatka Peninsula, some 5,500 kilometers (3,500 miles) away, the ministry spokesman Col. Igor Konashenkov said in televised remarks.

Bulava's third successful launch follows a string of failed tests that dimmed the deployment of Moscow's most expensive post-Soviet military project.

Russia's top brass described it as a future pillar of Russia's nuclear arsenal as Soviet-built missiles are gradually retired.

The Bulava is a three-stage, hypersonic intercontinental missile with highly maneuverable warheads capable of dodging potential missile defenses. It is designed to have a range of 8,000 kilometers (5,000 miles) and carry six to ten individually targeted nuclear warheads.

The Friday's test was a third one launched from the Yuri Dolgoruky, a new Borei-class nuclear submarine specifically designed to carry up to 12 Bulava missiles. The submarine's construction started in 1996 and dragged on for years due to poor financing.

Several other Borei-class nuclear submarines are under construction, and Russia plans to complete a total of eight subs by 2015.

Teeth study shows big dinosaurs trekked for food

LOS ANGELES (AP) ? What did giant plant-munching dinosaurs do when they couldn't find enough to eat in the parched American West? They hit the road. An analysis of fossilized teeth adds further evidence that the long-necked dinosaurs called sauropods ? the largest land creatures ? went on road trips to fill their gargantuan appetites.

Scientists have long theorized that sauropods foraged for precious resources during droughts because of their preserved tracks and long limbs that were "ideal moving machines" and allowed them to cover long distances, said paleobiologist Matthew Bonnan of Western Illinois University.

The latest study is the best evidence yet that at least one kind of sauropod "took to the hills in search of food when times got tough in the lowlands," said paleontologist Kristi Curry Rogers at Macalester College in Minnesota.

The new work, published online Wednesday by the journal Nature, was led by geologist Henry Fricke of Colorado College.

The researchers analyzed 32 sauropod teeth collected in Wyoming and Utah. The teeth came from massive plant-eaters that roamed a semi-arid basin in the American West during the late Jurassic period about 150 million years ago.

The largest sauropods weighed 100 tons and were 120 feet long. The type in the study was smaller ? about 60 feet in length and weighing 25 tons.

Scientists can get a glimpse into the source of the dinosaurs' drinking water by comparing the oxygen preserved in the tooth enamel to that found in ancient sediment.

A chemical analysis showed differences in the teeth and the basin where the dinosaurs were buried, meaning they must have wandered hundreds of miles from the flood plains to the highlands for food and water.

Fricke said the movement appeared to be tied to changing seasons. Sauropods left the basin in the summer for higher elevations ? a trek that took about five months ? and returned in the winter.

In lush times, sauropods would have feasted on a diversity of plants including ferns, horsetails, conifers and moss, said John Foster, a curator at the Museum of Western Colorado, who had no part in the research.

'Broads' to chat sports, Vegas at ex-mayor's joint (AP)

LAS VEGAS ? Former Las Vegas mayor Oscar Goodman was known to swill gin and bring showgirls everywhere while he was in office. Now, the booze and girls will stay as he opens his new steakhouse Dec. 15.

Sin City's colorful ex-mayor tells The Associated Press that his Beef, Booze and Broads steakhouse at the Plaza Hotel and Casino will feature pretty hostesses hired to chat with diners about topics like sports and Las Vegas. He says they'll eat and drink with guests.

The bar features a "No-bama" whiskey cocktail, playing on a flap Goodman stirred in 2009 when he sought an apology from President Barack Obama for comments Goodman thought hurt Las Vegas.

Goodman says it's all in good fun ? and that Obama's welcome to have a drink at his joint.

Panel: Boys should get vaccine for HPV, too

A government panel wants young boys as well as girls to get the controversial HPV vaccine, in part to prevent them from spreading the sexually transmitted virus to girls.

The HPV vaccine has been recommended for young girls to protect them against cervical cancer and genital warts for the last five years. But the vaccine has been slow to catch on ? only about a third of adolescent girls have gotten all three shots.

Experts say the HPV vaccine could protect boys against genital warts and some kinds of cancers. But they also say vaccinating 11- and 12-year old boys could help prevent them from spreading the human papilloma virus to girls.

The Advisory Committee on Immunization Practices made the recommendation Tuesday in a unanimous vote. Federal health officials usually adopt what the panel says and asks doctors and patients to follow the recommendations.

The vaccine has been licensed for use in boys for two years but Tuesday's vote was the first to strongly recommend routine vaccination. Officials acknowledged the disappointing rate in girls encouraged them to take a new, hard look.

But if the expensive HPV vaccine has been a tough sell to the parents of girls, it may be even tougher for boys.

Last year, just 49 percent of adolescent girls had gotten at least the first of the recommended three HPV shots. Only a third had gotten all three doses.

"Pretty terrible," said Dr. Anne Schuchat, a U.S. Centers for Disease Control and Prevention administrator who oversees the agency's immunization programs.

She attributed the low rates for girls to confusion or misunderstanding by parents that they can wait until their daughter becomes sexually active. It only works if the shots are given before a girl is exposed to the virus, which occurs during sexual activity.

'Worthwhile vaccine'
CDC experts advised the panel there is no evidence the vaccine can cause "mental retardation," a concern raised by Republican congresswoman Michele Bachmann in a Republican presidential candidate debate. The U.S. medical community repudiated Bachmann's claim, which she made as a swipe at a rival, Texas Governor Rick Perry, who issued an executive order in 2007 mandating girls get the HPV vaccine as part of a school immunization program.

Perry's order was later overturned.

"I think it's a worthwhile vaccine," said Dr. Jay Siwek, a professor of family medicine at Georgetown University Medical Center, who was not part of the panel.

Siwek said the only downside of the vaccine is cost, which is $360 for a course of three shots.

In his own practice, Siwek tells parents the vaccine protects against cancers that occur in boys -- mostly mouth and throat -- and it helps protect girls from cancer as well.

"If they have concerns about vaccinating children against a potential sexually transmitted disease in the future, I'd say that we routinely vaccinate kids against diseases that primarily occur in adults," he said.

"I'd also say that most people eventually get HPV infection and that once you get the infection, the vaccine won't help."

The vaccine is approved for use in boys and girls ages 9 to 26; but it is usually given to 11- and 12-year olds when they are scheduled to get other vaccines.

The committee also recommended the vaccination for males 13 through 21 years who have not been vaccinated previously or who have not completed the three-dose series.

HPV shot dilemma: Should gay boys be targeted?

Tuesday's vote follows recent studies that indicate the vaccine prevents anal cancer in males. A study that focused on gay men found it to be 75 percent effective. But while anal cancer has been increasing, it's still a fairly rare cancer in males, with only about 7,000 cases in the U.S. each year that are tied to the strains of viruses targeted in the HPV vaccine. In contrast, about vaccine-preventable 15,000 cervical cancers occur annually.

Some feel it's unlikely that most families will agree to get their sons vaccinated primarily to protect girls. The threat of genital warts hasn't been persuasive yet, either: Some data suggest that less than 1.5 percent of adolescent males have gotten the vaccine.

Its use against anal cancer may not be much of a selling point, said Dr. Ranit Mishori, a family practice doctor in Washington, D.C., and an assistant professor at the Georgetown University School of Medicine.

Opinion: HPV vaccine attack could harm ?innocent? girls

Some parents may say "'Why are you vaccinating my son against anal cancer? He's not gay! He's not ever going to be gay!' I can see that will come up," said Mishori, who supports the committee's recommendation.

There are two vaccines against HPV, but Tuesday's vote applies only to Merck & Co.'s Gardasil, which costs $130 a dose. The other vaccine wasn't tested for males.

An estimated 50 percent to 80 percent of men and women are infected with HPV in their lifestimes, although most clear the infection without developing symptoms or illness, according to the CDC.

Vatican investigating sex abuse claims at UK abbey

The Vatican has ordered an inquiry into decades of sexual abuse by clerics at a Benedictine abbey in London, whose former head monk has disappeared while facing allegations of sexual assault.

Ealing Abbey runs St. Benedict's School, a private Catholic institution whose former pupils have made allegations of abuse dating back to the 1960s.

A former headmaster, Father David Pearce, was jailed in 2009 for abusing boys at the school over a 35-year period. He was dubbed the "devil in a dog collar" by one of his victims.

Father Laurence Soper, who was abbot of Ealing between 1991 and 2000, was arrested last year on suspicion of sexual assault. He is the subject of an international manhunt after jumping bail in March.

The Vatican confirmed Tuesday it had launched an investigation, known as an apostolic visitation.

Bishop John Arnold and the Right Rev. Richard Yeo, president of the English Benedictine Congregation, visited Ealing Abbey last month as part of the Vatican inquiry, according to Eddie Tulasiewicz, spokesman for the Catholic diocese of Westminster.

St. Benedict's School is holding its own inquiry into the scandal, led by lawyer Lord Carlile, and his report is due to be published soon.

London's Metropolitan Police said police are trying to trace Soper, the former abbot arrested and bailed last year on suspicion of "historic sexual assault."

Ealing's current abbot, Martin Shipperlee, said earlier this month that in March, Soper "left the monastery in Rome where he had been living to travel to London for an appointment with the police."

"Unfortunately he failed to keep that appointment and we have heard nothing from him since and all efforts to contact him have been without success," Shipperlee said in a statement.

The wide-ranging clergy abuse scandal has shaken the Catholic church, from the Vatican to parishes around the world. Thousands of victims have spoken out about priests who molested children, bishops who covered up for them and Vatican officials who turned a blind eye to the problem for decades.

Britain, where Catholics make up about 10 percent of the population, has been less traumatized than neighboring Ireland, a once-devoutly Catholic nation whose faith has been profoundly shaken by the scale of the abuse. There, judge-led investigations have revealed how tens of thousands of children suffered repeated abuses in workhouse-style residential schools.

Demise of Obama long-term care plan leaves gap

(AP) ? It's the one major health expense for which nearly all Americans are uninsured. The dilemma of paying for long-term care is likely to worsen now that the Obama administration pulled the plug on a program seen as a first step.

The Community Living Assistance Services and Supports program, or CLASS, was included in the health overhaul law to provide basic long-term care insurance at an affordable cost. But financial problems dogged it from the outset.

Those concerns prompted the administration to announce that CLASS would not go forward. Yet it could take a decade or longer for lawmakers to tackle the issue again, and by then the retirement of the Baby Boomers will be in full swing.

Most families don't plan for long-term care. Often the need comes unexpectedly: an elder takes a bad fall, a teen is calamitously injured in a car crash or a middle-aged worker suffers a debilitating stroke.

Nursing home charges can run more than $200 a day and a home health aide averages $450 a week, usually part-time. Yet Medicare doesn't cover long-term care, and only about 3 percent of adults have a private policy.

"Long-term care is a critical issue, and people are in total denial about it," said Bill Novelli, former CEO of AARP. "I am very sorry the administration did what they finally did, although I understand it. It is going to take a long time to get this back ? and fixed."

The irony, experts say, is that paying for long-term care is the kind of problem insurance should be able to solve. It has to do with the mathematics of risk.

Most drivers will have some kind of accident during their years behind the wheel, but few will be involved in a catastrophic wreck. And some very careful drivers will not experience any accidents. The risks of long-term care are not all that different, says economist Harriet Komisar of the Georgetown University Public Policy Institute.

"A small percentage of people are going to need a year, two years, five years or more in a nursing home, but for those who do, it's huge," Komisar said. "Insurance makes sense when the odds are small but the financial risk is potentially high and unaffordable."

Komisar and her colleagues estimate that nearly 7 in 10 people will need some level of long-term care after turning 65. That's defined as help with personal tasks such as getting dressed, going to the toilet, eating, or taking a bath.

Many of those who need help will get it from a family member. Only 5 percent will need five years or more in a nursing home. And 3 in 10 will not need any long-term care assistance at all.

For those who do need extended nursing home care, Medicaid has become the default provider, since Medicare only covers short-term stays for rehab. But Medicaid is for low-income people, so the disabled literally have to impoverish themselves to qualify, a wrenching experience for families.

Liberals say the answer is government-sponsored insurance, like the CLASS plan the Obama administration included in the health overhaul law, only to find it wouldn't work financially.

The administration was unable to reconcile twin goals of CLASS: financial solvency and affordable coverage easily accessible to all working adults, regardless of health.

Conservatives have called for private coverage, perhaps with tax credits to make it more affordable.

Some experts say it will take a combination of both approaches.

"It almost has to be," said Robert Yee, a financial actuary hired by the Obama administration to try to make CLASS work.

Lower-income workers probably would never be able to afford private insurance, Yee explained. And a lavish public plan is out of the question.

"Anytime people talk about a social program, you are talking about a basic layer," he said.

Indeed, Yee had proposed to keep CLASS afloat by using some of the techniques of private insurers to attract the healthy and discourage the frail. The administration rejected that hybrid approach as incompatible with the law's intent to cover all regardless of health.

"Despite our best analytical efforts, I do not see a viable path forward for CLASS implementation at this time," Health and Human Services Secretary Kathleen Sebelius told congressional leaders.

Although CLASS would have come too late to help his disabled mother, Jacob Bockser of Walnut Creek, Calif., says he is disappointed.

Bockser, 29, is a former emergency medical technician studying to become a respiratory therapist. His mother Elizabeth, 58, is struggling with an aggressive form of multiple sclerosis.

She had moved to lower-cost Washington state to save money, but as her condition worsens her son is trying to find a way to bring her back to California. She can still live in her own home, with help to keep safe.

"She did a lot of good saving. But because she did good, it disqualifies her from some kinds of public assistance," said the son. "When you are only 58 and looking at hopefully living another 20 or 25 years, it's scary to think the money just won't last."

Bockser says he doesn't expect the government to solve everything, but "even if there is the opportunity to try to piece together a couple of different programs that would be a start."

NBA lockout questions and answers: Is an 82-game season still possible?

NEW YORK ? The NBA lockout that began July 1 shows no signs of ending any time soon. The first two weeks of the season, scheduled to begin Nov. 1, already have been canceled. Some questions and answers about the labor impasse:

Q: Any more cancellations yet?

A: No, but more could come within the next week. For now, still only the first two weeks of the season have been eliminated.

Q: Are 82 games still possible?

A: Deputy Commissioner Adam Silver said it was ?unclear? to him, and both sides would want to play as many games as possible, but it would be difficult to find enough available dates at the arenas. However, if players bargained for it ? perhaps dropping one demand in exchange for a full season so they didn?t miss any pay ? the league would be more motivated to try.

Q: Where do things currently stand on the split of basketball-related income (BRI)?

A: Owners have formally proposed a 50-50 split, which the sides had informally discussed earlier this month. The players offered to lower their guarantee from 57 percent under the previous deal to a band between 50 and 53 percent, depending on the league?s performance. League officials said the union?s proposal would average out at 52.5 percent.

Q: So they?re close, right?

A: In percentage points, yeah. In real dollars, the difference between 50 and 52.5 is about $100 million annually, based on last year?s revenues.

Q: Why did talks break down this time?

A: Players said owners essentially gave them a ?take-it-or-leave it? demand to agree to a 50-50 split before they would return to more discussions on the salary cap structure, which is the other significant item in the lockout.

Q: Will the league improve its offer beyond 50-50?

A: It sure doesn?t look like it. Even though dropping from 57 to 50 would be an enormous concession by the players, it would only erase about $280 million of the $300 million the league said it lost last season, and owners want a chance to profit.

Q: Was any progress made last week in three days with federal mediator George Cohen?

A: Yes, both sides acknowledged agreement on some minor issues. However, this negotiation is always about the two big ones, and those are still out there.

Q: What was the deal with Paul Allen showing up at Thursday?s meeting?

A: The union said a surprise appearance by the Portland Trail Blazers? billionaire owner was to serve as a message from the hard-liners that they had already conceded enough. The Blazers have a spot on the labor relations committee, so Allen can attend whenever he wants. He just rarely has for health reasons, so team president Larry Miller has handled the role.

Q: When will the sides meet again?

A: Probably soon. Every time talks have broken off without further negotiations planned, they?ve managed to get back to the table fairly quickly. Though this time, there was a nasty tone when things fell apart, with union officials saying Silver had lied in his press conference, so that must be overcome.

Q: Will Cohen still have a role?

A: Union executive director Billy Hunter said if they opted for mediation again, he assumed it would be with Cohen. Cohen?s statement after the breakdown said that while ?no useful purpose would be served by requesting the parties to continue the mediation process at this time,? his office would be willing to facilitate future discussions if requested.

Central banks may need to burst bubbles: Bernanke (Reuters)

BOSTON (Reuters) ? Federal Reserve Chairman Ben Bernanke said on Tuesday central banks may need to use monetary policy to combat asset bubbles, although regulation should be a first line of defense.

"The possibility that monetary policy could be used directly to support financial stability goals, at least on the margin, should not be ruled out," he said at a conference at the Boston Fed.

Bernanke did not directly discuss the outlook for the U.S. economy or monetary policy in a speech in which he offered thoughts about how central banks will formulate policy.

He said it was unlikely central banks would shift away from the current focus on so-called flexible inflation targeting, in which they make clear their inflation goals as a way of ensuring the public's expectations of inflation remain low.

Bernanke said that in the United States, policymakers were still striving to refine their communications. "The (Fed) continues to explore ways to further increase transparency about its forecasts and plans," he said.

To help spur stronger growth in a persistently sluggish economy, the Fed is considering ways to assure financial markets it won't tighten financial conditions any time soon. Among items under discussion are setting explicit goals for inflation or unemployment.

Germany dampens hopes EU summit to solve crisis

(AP Photo/Michel Euler)

(AP) ? German finance chief Wolfgang Schaeuble dampened expectations of an upcoming EU summit, saying Monday that it would not provide a comprehensive solution to the eurozone debt crisis that threatens to cause another global recession.

Markets have rallied for days on hopes for the plan, which is widely expected to focus on lightening Greece's debt load, making banks raise more money and boosting the scope of the eurozone bailout fund's lending capacities.

Schaeuble said leaders expected to adopt a five-point plan to address instability within the eurozone but that more work would still needed to be done.

"We will not ... have the definitive solution on the weekend," the finance minister said in Duesseldorf, according to the news agency dapd. "But we want to get rid of the market uncertainty with the five elements."

Stocks and and the euro fell after the comments as investors reigned in their expectations that the Oct. 23 meeting in Brussels would mark a turning point for the beleaguered 17-nation currency zone.

Optimism had grown earlier this month when German Chancellor Angela Merkel and French President Nicolas Sarkozy said the EU meeting would yield a "comprehensive response" of measures to counter the debt crisis.

One of the key sticking points is getting banks to take sharper losses on the Greek government debt they hold without causing a messy default that could roil markets and plunge the global economy back into recession.

A second bailout for Greece tentatively agreed in July calls for a 21 percent writedown on the debt, but European officials say Greece needs to an even bigger discount, possibly 50 percent. Talks with representatives of the banks are still ongoing.

To protect the banks from such losses, the EU plan is expected to call for them to have stronger capital buffers.

Schaeuble endorsed the EU Commission's proposal to force key lenders to raise the financial pad they maintain to absorb losses to about 9 percent of their loans, investments and other risky assets.

"I assume that in Europe we will agree on the nine percent," he said Monday.

Analysts have estimated that such new core capital rules might require the biggest banks to raise several billion euro each. If they fail to raise it from investors, they would have to turn to their government.

Forcing banks within months to raise their capital buffer to 9 percent would effectively mean advancing new international rules on bank capital, the so-called Basel III rules, which were meant to be binding only in 2019. To pass this summer's stress tests, European banks only needed to have capital cushions of 5 to 6 percent.

Finally, the EU's plan would seek ways to maximize the impact of the euro440 billion ($600 billion) bailout fund, or European Financial Stability Facility. Some have suggested that the fund guarantee a part of government bonds issued, to boost their appeal to investors.

Details on all these plans are scant on all these plans, however, only days ahead of the weekend's meeting.

Merkel's spokesman Steffen Seibert downplayed suggestions the plan would spell the end of the crisis.

"The chancellor has said that the dreams that are taking hold again, that with this package everything will be solved and everything will be over on Monday, will again not be fulfilled," he told reporters in Berlin.

"These are important steps on a long path, and that is a path that will continue far into next year where other steps must follow," he said.

Seibert would not give any more details about the ongoing discussions between European countries, saying "the debates will be held internally and made public on the weekend."

Meanwhile, the debt crisis is weighing on the real economy. Germany's central bank, the Bundesbank, said Monday that Europe's biggest economy would likely slow in the coming months amid "clearly weakened" demand for its industrial goods.

It said in its monthly report that following strong growth in the third quarter, prospects for the final quarter of 2011 and the first quarter of 2012 had "further darkened."

IBM shares fall as tech-spend worries loom (Reuters)

(Reuters) ? Shares of IBM fell 5 percent in pre-market trading on Tuesday after Big Blue's third-quarter beat failed to stem worries about a slowdown in tech spending.

International Business Machines also increased its 2011 profit outlook but that fell short of high investor expectations after recent strong reports from Oracle and Accenture.

New deals at IBM's global technology services business fell below some Wall Street expectations, increasing the need for strong deal signings in the fourth quarter, Collins Stewart said in a research note.

The brokerage said customers may be deferring new projects because of the uncertain macroeconomic environment that may become more evident in 2012, but added that IBM's trends were somewhat of a positive for the technology sector overall.

IBM, an information technology hardware bellwether with a global clientele, said total services signings -- an indicator of future growth -- climbed to $12.3 billion in the third quarter, in line with expectations.

The company's recurring revenue also cushions it from hitting a low when business slows and has helped its shares outperform the market.

"IBM's software results are consistent with our thesis that software companies will report good 3Q11 (third quarter) results despite recent macro weakness though with some evidence of slowing," Collins Stewart said.

BofA Merrill Lynch said it expected the blue chip to cut costs further, given the slowdown in IT spending.

"Longer term, we view IBM as a share winner in the IT spending market," the brokerage said in a note.

BofA Merrill, which expects IBM to ramp up its software and services products and boost revenue through acquisitions, raised its price target to $205 from $190.

Citigroup said though the third quarter results would not boost the shares in the near term, IBM remained on track to deliver low double-digit earnings-per-share growth despite a challenging macroeconomic backdrop.

Shares of the company were down at $178.10 in trading before the bell. They closed at $186.59 on Monday on the New York Stock Exchange.
